Job Purpose:

The Department of the Premier, Western Cape Government is seeking to employ an Assistant Director to manage and supervise staff who perform leave administration. The successful candidate will be required to manage huge volumes of incoming correspondence and mail. This position is based in Cape Town.

Minimum Requirements:

• Appropriate B-Degree /National Diploma with a minimum of 3 years’ relevant supervisory experience; or 
• Senior Certificate with a minimum of 6 years’ relevant supervisory experience; • Persal Introductory certificate.


Supervisory/Team Leader experience.

Key Performance Areas:

• Provide inputs into operational, business unit plans, dashboard and SLA’s; • Develop operational productivity measures to monitor staff within Leave Administration Unit; • Supervise and undertake the more complex implementation and maintenance of people management administration; • Prepare basic reports on people management administrative statistics; •    Communication and disseminates information on leave administration; • Manage tasks in respect of the following: o    Performance, evaluation and rewarding of staff; o Staff development and capacity building; o Progressive and/or formal disciplinary measures; o Policy issues with regard to the functions of the Unit; o Leave capturing and Leave Without Pay transactions on PERSAL; o Payment of leave gratuities unused leave credits on PERSAL and BAS; o Auditing of leave records of staff whom exited the Public Service; o Auditor General and BMC Remedy enquiries; o Allocation of duties to personnel, monitoring outcomes and instituting the necessary corrective measures to address deviations from standards; o Determine workflow requirements; • The administration of PILIR matters; • Daily monitoring of suspense file to ensure transactions are cleared; • Manage the maintenance of databases relevant to the job portfolio; •    Drafting of more complex documentation (submissions, circulars and memo's); •    Provide an advisory service to clients regarding all leave issues; • Keep up to date with regard to the applicable prescripts, policies, procedures, technologies and new developments to be able to render an efficient and effective service.


• Knowledge of National and Provincial instruments and legislation pertaining to human resources management with specific reference to the Public Service Amendment Act, Public Service Regulations and Labour Relations Act, as well as applicable resolutions; • Knowledge of all service conditions, in which the processing of all types of allowances captured on PERSAL; • Presentation skills as well as proven computer skills; • Excellent verbal and written communication skills; • Ability to work under pressure and meet deadlines.


R 289 761 - R 341 313 per annum (Salary level 9)

Note on remuneration: 
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. 

MMS remuneration packages are flexible and may be individually structured as prescribed. 

Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
