Job Purpose The Department of Human Settlements, Western Cape Government is seeking to employ an individual to assist and provide a departmental strategic management support function. The successful candidate will be performing complex administrative functions as well as leading a team to deliver on specific goals. This position is based in Cape Town.
Minimum Requirements • A relevant 3-year B-degree/ National Diploma (as recognised by SAQA); • A minimum of 3 years relevant experience in a strategic management support working environment.
Recommendation • An appropriate post-graduate qualification in strategic management and/ or research and/ or monitoring and evaluation and/ or business analysis; • Experience in the following: o Strategic planning and report writing; o Strategic business planning tools; o Organisational performance management environment; o Programme and project management environment; o Policy and research environment; o Financial and administrative reporting requirements in terms of the PFMA; o Financial and Human Resource Management.
Key Performance Areas • Provide support to the compilation of departmental strategic plans/ reports (i.e. Strategic Plan, Annual Performance Plan (APP), Annual Reports, etc.); • Render a strategic support and reporting service to the Head of Department and Provincial Ministry; • Assist with the development and alignment of departmental strategic objectives and performance indicators with national and provincial outcomes and objectives; • Provide secretariat/ co-ordination support to Department and Provincial Ministry; • Financial and human resource management.
Competencies • Sound knowledge of the following: o Constitutional, legislative and policy framework of public sector strategic planning; o Understanding of legislation and policy frameworks applicable to Human Settlements; • Excellent report writing, facilitation and formulation skills; • Good numeracy, statistical, analytical and research skills; • Good planning, organising and record keeping skills; • Good problem solving as well as dispute resolution/ conflict management skills; • Proven computer literacy (MS Office packages and the Internet); • Communication (written and verbal) skills in at least two of the three official languages of the Western Cape.
Remuneration R 289 761 - R 341 313 per annum (Salary level 9).

Note on remuneration: 
Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. 
MMS remuneration packages are flexible and may be individually structured as prescribed. 
Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
